AUTHORIZED CONCURRENT BASELINE:
The current `assets/css/pages/trust-and-safety.css` and
`assets/css/plocal-custom.css` are approved user-owned Verify-section visual
work. They are preserved and attributed separately from Phase 3B implementation.
The current `assets/css/pages/verify-plocal.css` is also user-owned Verify-section
work and is preserved outside Phase 3F ownership.

LEGACY REDIRECT:
`/construction-home-services` and `/construction-home-services/` return 308 in
one hop to `/categories/construction-home-services/`, preserving query strings.
The static HTML remains preserved. This redirect is local-only.

EXPLICIT UNPUBLISHED HUB DENIALS:
/florida/ and /florida/miami/, including no-slash forms, return safe 404 before
static directory-index resolution. Their static files remain preserved.

PRIOR PRODUCTION CANDIDATE:
The Phase 2E Dallas seven-route candidate remains documented separately in
PLOCAL_DALLAS_CUTOVER_MANIFEST.txt and the Apache/Nginx examples. They were not
expanded or authorized for production. Production remains NO-GO at Phase 2F-A2.

FALLBACKS:
The national, four geography hub, three Market, and eight Profile paths retain
their existing index.html. No fallback was renamed, deleted, or modified. A
static-only local origin proved route-layer rollback and comparison availability.

CANONICALS:
https://www.plocal.com plus each slash path above. Profile context is optional and
never included in the canonical URL.

APPLICATION:
Laravel routes -> NationalHubController, StateHubController/CityHubController, or
existing Market/Profile controllers -> application queries ->
MySqlPublishedReadRepository -> reusable national/State/City or Market/Profile Blade.

ASSETS:
Root /assets only, including service-market.css, business-profile.css,
plocal-server-rendered.css, logo, fonts/icons, and category-neutral demo media.
No fixture renderer/data script is active authority.

DATABASE:
Read-only dependency on verified local plocal_local: 3 Markets, 8 demo Businesses,
8 completed imported Evaluations, 48 category results, 8 current Profiles.

SEO/DEMO:
All twenty-two routes are fictional demos and remain noindex,nofollow in meta and
X-Robots-Tag. No LocalBusiness JSON-LD is emitted.

ROLLBACK:
Stop/disable the local hybrid router, or remove `$taxonomyPaths` from the merged
allowlist and the explicit legacy redirect block, to restore prior static taxonomy
behavior. Preserve every static file. No database rollback is required.
